While public humanities scholars have recently focused much of their attention on the “public” part of the public humanities, in the day-to-day institutional context the lack of attention on the “humanities” part can lead to problematic consequences for demonstrating their value. By exploring (...) how the humanities are both lost and found in the different pieces of our nascent program, we argue that the best way to build lasting interdisciplinary and campus-community bridges—and assert the humanities’ vitality—is to rebalance so that we’re placing just as much on emphasis on the practice of the humanities as on the engagement of the public. A widespread commonplace in contemporary continental philosophy is that an idealistic metaphysics of mind - in the wake of Kant, Fichte, Hegel, or Gentile - on the one hand, and a consistently “scientific” description and explanation of human experience and social praxis, on the other, are two quite irreconcilable theoretical enterprises. Although a philosophical clarification of languages, methodologies, and results of the particular sciences is generally held to be unavoidable by the scientists themselves, most epistemologists would still maintain that it (...) must necessarily be “analytic” or, at best, phenomenological in character. It is certainly one of the most remarkable merits of Errol Harris’ philosophy of science to have shown that, on the contrary, only a genuine Hegelian dialectical epistemology is actually able to discover, articulate, and justify the ultimate conceptual presuppostions of 20th century scientific thought. The National Center for Biomedical Ontology is a consortium that comprises leading informaticians, biologists, clinicians, and ontologists, funded by the National Institutes of Health (NIH) Roadmap, to develop innovative technology and methods that allow scientists to record, manage, and disseminate biomedical information and knowledge in machine-processable form. The goals of the Center are (1) to help unify the divergent and isolated efforts in ontology development by promoting high quality open-source, standards-based tools to create, manage, and use ontologies, (2) (...) to create new software tools so that scientists can use ontologies to annotate and analyze biomedical data, (3) to provide a national resource for the ongoing evaluation, integration, and evolution of biomedical ontologies and associated tools and theories in the context of driving biomedical projects (DBPs), and (4) to disseminate the tools and resources of the Center and to identify, evaluate, and communicate best practices of ontology development to the biomedical community. Through the research activities within the Center, collaborations with the DBPs, and interactions with the biomedical community, our goal is to help scientists to work more effectively in the e-science paradigm, enhancing experiment design, experiment execution, data analysis, information synthesis, hypothesis generation and testing, and understand human disease. While the story of Stanislav Petrov – the Soviet Lieutenant Colonel who likely saved the world from nuclear holocaust in 1983 – is often trotted out to advocate for the view that human beings ought to be kept “in the loop” of automated weapons’ responses, I argue that the episode in fact belies this reading. By attending more closely to the features of this event – to Petrov’s professional background, to his familiarity with the warning system, and to his decisions (...) to defy his protocol – it becomes clear that Petrov was not seamlessly working “in his loop,” but reassessing it entirely. I claim that this exhibits a paradox intrinsic to all automated loops: namely, that their optimum function in fact rests on unforeseen human interventions that cannot be reliably codified ex ante, that is, that good judgment cannot simply be “programmed into” their protocols. This dependence, moreover, reveals automation’s ineluctable need for virtue ethics – not in the usual sense (whereby ethics deliberates about, say, possible damages and loss of life), but in the sense that ethical judgment, rightly understood, entails the reassessment of all of the conditions surrounding a decision, including whether a protocol should be followed at all. In this article, we describe the history and impact of the Center for Subjectivity Research since its inception in 2002 and until 2020. From its very beginning, cfs was structured to facilitate and carry out interdisciplinary research on human subjectivity, taking phenomenology as an important source of inspiration. We cover some of the most important research areas in which cfs has had a national and international impact. These include developing the field of existential hermeneutics, opening a dialogue between phenomenology (...) and analytic philosophy, creating a multi-dimensional account of the self, exploring the interrelations between I, you and we, and conceptualizing and assessing self-disorders in schizophrenia spectrum disorders. Over the years, research at cfs has demonstrated the vitality of the phenomenological tradition, and shown how phenomenology can contribute to contemporary theoretical and scientific debates. While trauma can be physical, it can also be psychological, social, political, economic, and cultural—encompassing the immediate effects of global pandemics, the ongoing impacts of ethnic and gender bias, the intergenerational legacies of colonization and geopolitical strife, and the planetary ramifications of (...) anthropogenic climate disruption. Ours is an era in which differences of histories, cultures, and identities are engaged as sources of insight, but also one of retrenchment—a period of relational appreciation, but also one of schism. The global scientific community’s response to the COVID-19 pandemic was a stunning example of human potential for empathetic collaboration in the face of global personal and public health trauma. Yet, the economic trauma of the pandemic has resulted in crumbling international alliances, deepening trade wars, and an unfortunate collective reinvestment in zero-sum endgame framings of geopolitics against which there is no vaccination and through which the terms of healing have become delinked from the restoration of global wholeness. These traumas do not stop shaping our lives when the immediate danger comes to an end. Traumatic pain remains stored in the memories of peoples and individuals, it populates their imagination and shapes horizons of possibility. Thus a philosophical exploration of trauma and healing is not only diagnostic of current problems but also a form of genealogy. We invite participants to reflect upon the relational complexity of both trauma and healing, critically and historically engaging concrete occurrences of trauma while also drawing out theoretical insights regarding healing that strengthens and empowers and resists the forms of personal and social amnesia that make the repetition of trauma so tragically common. The Indian realists argue for the unique claim that universals are perceptible. The possibility of allowing perceptual access to universals puts pressure on the Nyāya theory of perception. The Nyāya philosophers introduced the notion of nirvikalpaka pratyakṣa (non-conceptual perception) to accommodate the perceptibility of universals. Since there is no direct introspective evidence for non-conceptual perception, it is difficult, if not impossible, to specify the content of nirvikalpaka pratyakṣa or non-conceptual perception. This paper addresses this concern by turning to Ned Block's (...) work in contemporary philosophy of perception. Using Block's arguments, I propose that we have an independent empirical route to specify the content of a non-conceptual perception which is not subject to the ‘myth of the given’ objection. In May 2011, the clinical ethics group of the Center for Ethics at Washington Hospital Center launched a 40-hour, three and one-half day Clinical Ethics Immersion Course. Created to address gaps in training in the practice of clinical ethics, the course is for those who now practice clinical ethics and for those who teach bioethics but who do not, or who rarely, have the opportunity to be in a clinical setting. “Immersion” refers to a high-intensity clinical ethics experience (...) in a busy, urban, acute care hospital. During the Immersion Course, participants join clinical ethicists on working rounds in intensive care units and trauma service. Participants engage in a videotaped role-play conversation with an actor. Each simulated session reflects a practical, realistic clinical ethics case consultation scenario. Participants also review patients’ charts, and have small group discussions on selected clinical ethics topics. As ethics consultation requests come into the center, Immersion Course participants accompany clinical ethicists on consultations. Specific to this pilot, because participants’ evaluations and course faculty impressions were positive, the Center for Ethics will conduct the course twice each year. We look forward to improving the pilot and establishing the Immersion Course as one step towards addressing the gap in training opportunities in clinical ethics. (shrink)

Language sciences have long maintained a close and supposedly necessary coupling between the infinite productivity of the human language faculty and recursive grammars. Because of the formal equivalence between recursion and non-recursive iteration; recursion, in the technical sense, is never a necessary component of a generative grammar. Contrary to some assertions this equivalence extends to both center-embedded relative clauses and hierarchical parse trees. Inspection of language usage suggests that recursive rule components in fact contribute very little, and likely nothing (...) significant, to linguistic creativity. Further than this, if the productivity of human language is considered as not rigidly bound, but not infinite, then the need for any sort of iteration in generative grammars vanishes and can be replaced with a Non-iterative Explicit Alternatives Rule grammar. The knock-on effects of dispensing with recursive grammar components are: that language diversity can simply be based on rule and lexicon combinatorics with no potentially infinite dimensions derived from recursive or iterative components of rules; the oddity of a vast, multiply-infinite competence set of ‘grammatical but unacceptable’ productions is gone; and the development of a language faculty based on rules that eschew iterative rule components avoids any need for explaining ‘special’ mechanisms. On the broader front of searching for the mechanisms of mind, our analysis can be similarly applied to the proposals for a recursive basis for mind as an explanation for humanity’s great leap forward. An important characteristic of the ethical thought of Xunzi 荀子 that has not received the attention it deserves is related to the idea of the ideal state or condition that Xunzi believes all humans should attain in their personal interactions. I am inclined to think that Xunzi actually puts this idea at the center of his ethical outlook. If this inclination is credible, it may have significant implications for any attempt to understand Xunzi’s ethical thought in a more systematic (...) way. We propose that creating sustainable knowledge requires re-thinking how we conceive ourselves as human beings. This requires paying attention to what we call “the quality of being,” which means caring about and attending to the physical–emotional–mental–spiritual as the foundation of education. This way we can create a space where we can dialogue contemplatively where all dimensions of our lives interact; the physical, the emotional, the (...) communitarian, the social politic, the planetarium, and the spiritual being act with social–environmental responsibility. Whitehead believed that education must give us ideas that are usable in our actual lives. This line of thought is naturally provoked by the significant abundance of inert ideas that people pile up though education. The main reason for that, I claim, is the wrong focus of traditional education. It aims at producing individuals that would deliver high results on exams and tests. I take Whitehead’s claim the education must put emphasis on usable ideas as my starting point. I give (...) a specific interpretation of useable ideas as abilities or functions. This provides a ground for connecting Whiteheadian thought to an already existing educational platform, offered by Nel Noddings. Noddings develops a cognitive theory of education which places cognitive structures (I assume a robust analogy between structures, functions, and abilities) in the center of educational concern. At the end of the paper, I estimate some consequences from adopting the terminology of functions for connecting between human and machine learning. (shrink)

These regulations fulfill the responsibilities set forth in the Public Health Service (PHS) Act with regard to institutional review boards (IRB) and other protections for human subjects involved in biomedical and behavioral research conducted or supported by HHS. The PHS Act also mandates a program to clarify ethical issues in biomedical research involving human subjects and to address violations of the rights of human subjects of research (P.L. 99-158 (1985)).OPRR staff negotiate assurances of compliance with institutions conducting Federally-supported research involving human subjects. The assurances describe the policies and procedures each institution will follow to fulfill the requirements of the regulations, including specific IRB composition and functions.In addition, OPRR cosponsors with the Food and Drug Administration and awardee institutions a series of regional workshops that address human subject protections issues. Galavotti begins her book by stressing the centrality of probability to a whole range of philosophical problems. She writes 1: "Probability invests all branches of philosophical investigation, from epistemology to moral and political philosophy, and impinges upon major controversies, like that between determinism and indeterminism, or between free will and moral obligation, and problems such as: ‘What degree of certainty can human knowledge attain?’ ‘What is the relationship between probability and certainty?’" She then explains that her book will focus on (...) the interpretation of the notion of probability. Chapter 1 contains some general remarks about the notion of probability, and Chapter 2 presents a brief introduction to the formal calculus of probability. Then in the next five chapters Galavotti presents in turn the five main interpretations of probability, namely the classical, frequency, propensity, logical, and subjective.Galavotti's approach to the material is historical. She traces, through extensive quotations from, and discussions of, the principal authors, the development of each of the interpretations. In many cases, she deals with early advocates of the position who are often omitted, such as De Morgan, Boole, and Jevons in the case of the logical interpretation, and Donkin in the case of the subjective interpretation. At the same time, the story is often brought right up to the present with discussions of recent authors such as Richard Jeffrey and Patrick Suppes in the case of the subjective interpretation. Galavotti begins her book by stressing the centrality of probability to a whole range of philosophical problems. She writes 1: "Probability invests all branches of philosophical investigation, from epistemology to moral and political philosophy, and impinges upon major controversies, like that between determinism and indeterminism, or between free will and moral obligation, and problems such as: ‘What degree of certainty can human knowledge attain?’ ‘What is the relationship between probability and certainty?’" She then explains that her book will focus on (...) the interpretation of the notion of probability. Chapter 1 contains some general remarks about the notion of probability, and Chapter 2 presents a brief introduction to the formal calculus of probability. Then in the next five chapters Galavotti presents in turn the five main interpretations of probability, namely the classical, frequency, propensity, logical, and subjective.Galavotti's approach to the material is historical. She traces, through extensive quotations from, and discussions of, the principal authors, the development of each of the interpretations. In many cases, she deals with early advocates of the position who are often omitted, such as De Morgan, Boole, and Jevons in the case of the logical interpretation, and Donkin in the case of the subjective interpretation. At the same time, the story is often brought right up to the present with discussions of recent authors such as Richard Jeffrey and Patrick Suppes in the case of the subjective interpretation. El presente trabajo tiene como objetivo describir los resultados de la evaluación de la pertinencia social del programa de maestría Humanidades Médicas. Se muestran sus características esenciales derivadas de los procesos realizados en el Centro para el Desarrollo de las Ciencias Sociales y Humanísticas en Salud; se define la pertinencia social y sus indicadores como conceptos esenciales para la evaluación de los procesos (...) del posgrado; por último, se presenta la metodología y su aplicación en el proceso de evaluación. Se realizó triangulación metodológica de fuentes de datos provenientes de encuestas y entrevistas a profesores, maestrantes de la edición actual y de egresados; además, datos de los informes de autoevaluación y de la comisión técnica en el proceso de evaluación externa para la acreditación acaecida en marzo de 2016. A requisite for demonstrating the validity of a postgraduate program is the assessment of its social relevance. This work aims to describe evaluative results related to the social relevance of the Masters of Science in Medical Humanities degree. The evaluation process was carried out in the Health Humanities and Social Sciences Development Centre of Camaguey. Social relevance and related indicators were defined and considered for this specific master's degree level evaluation. The methodology and its application in the evaluation process are presented. Data triangulation between surveys collected and interviews granted from faculty, current students of the Medical Humanities program, and graduates of the department was utilized. Additionally, data from self-evaluation reports and from the external evaluation technical commission for accreditation in March 2016 were considered in the data triangulation. (shrink)

Green (bio)Because of the unavoidable time delay between the submission and publication of this article, its readers will have a significant advantage over its writer: You will know whether the recommendations of the Report of the Human Embryo Research Panel, on which I have served as a member since its inception in January of this year, are progressing (...) smoothly as the basis for evaluating future, federally-funded embryo research—or whether any of the recommendations has become stalled in controversy and political dispute. Staid journals like Science already are predicting that the Panel's Report is likely to create a stormy autumn for the National Institutes of Health.The Panel formally presented its Report to NIH Director Harold Varmus on September 27. The Panel's recommendations will be reviewed by the Advisory Committee to the Director (ACD) until the ACD's next meeting in early December. At that time, the ACD will make formal recommendations to Dr. Varmus, who then will initiate the process of drafting federal regulations that could go into effect by Spring 1995.Historical BackgroundControversy is not new to the area of human embryo research. In the United States, federal regulations enacted in the mid-1970s required any research on the human embryo to be approved by a federally mandated Ethics Advisory Board (EAB). The EAB drafted a significant report that provided ethical guidelines for research on the early, ex utero, human embryo. However, before the report could be acted upon, a new administration, which was opposed to abortion and anything remotely viewed as threatening to prenatal life, came to office, and when the EAB's charter expired in 1980, it was not renewed. In this manner, the Reagan and Bush administrations forestalled any federal support for embryo research in the United States. The next 13 years saw a significant expansion of infertility services in this country, but in the absence of federal funding and [End Page 345] review, there was very little systematic research on either infertility procedures or the human embryo.In January 1993, the U.S. political environment changed again when the Clinton administration fulfilled a campaign promise to remove a nearly five-year-old ban on fetal tissue transplantation research. Although fetal tissue research, which uses the remains of an aborted fetus, significantly differs from embryo research, which involves the developing conceptus ex utero before its transfer to and implantation in a womb, the changed political environment stimulated public discussion of embryo research as well. As a result, in June 1993, Congress nullified the federal regulations requiring EAB review for embryo research. Although this presumably left NIH free to fund embryo research without restrictions, NIH officials felt that guidelines were needed to ensure that such research was conducted in an ethically and socially responsible manner. Accordingly, in January 1994, NIH formed the Human Embryo Research Panel to propose such guidelines.The Panel Begins its WorkChaired by Steven Muller, President emeritus of the Johns Hopkins University, the Panel's 19 members included 7 basic and clinical scientists, 4 ethicists, 2 lawyers, and 6 individuals representing various backgrounds relevant to the making of public policy. Patricia King of the Georgetown University Law Center and Brigid Hogan, a cell biologist at Vanderbilt University, were appointed policy and science co-chairs respectively. Meeting for the first time in early February, the Panel was told by its chair and co-chairs that NIH's need for guidance in the face of pending proposals meant that it had approximately six months—including five one- to two-day meetings each month in Washington—in which to complete its work.In his charge, Dr. Varmus asked the Panel to place the possible areas of research into three categories: (1) acceptable for federal funding; (2) warranting additional review; and (3) unacceptable for federal support. The concept of the person is widely assumed to be indispensable for making a rights claim. But a survey of the concept's appearance in legal discourse reveals that the concept is stretched to the breaking point. Personhood stands at the center of debates as diverse as the legal status of embryos and animals to the rights and responsibilities of corporations and nations. This Note argues that personhood is a cluster concept with distinct components: the biological concept of the human (...) being, the notion of a rational agent, and unity of consciousness. Use of these component concepts (in lieu of the concept of the person) in legal reasoning would promote greater systematicity and coherence. (shrink)

The Wall Street Journal article “Putting a Price on a Human Egg” triggered extensive media coverage of a rather unusual challenge to payments made to women providing ova for use in assisted reproduction. In Kamakahi v. American Society for Reproductive Medicine and Society for Assisted Reproductive Technologies, plaintiffs claim that ASRM and SART policies adopting limits on such payments violate the federal antitrust prohibition against price fixing.In 2007, an ASRM Ethics Committee Report, confirming a 2000 report, asserted that, “[a]lthough there (...) is no consensus on the precise payment that oocyte donors should receive, at this time sums of $5,000 or more require justification and sums above $10,000 are not appropriate.” SART is an affiliate organization of ASRM and counts as its members 90 percent of the clinics providing assisted reproductive technologies in the United States. SART requires that its members “[adhere] to all ASRM/SART Guidelines including ethical, practice, advertising, and laboratory.” The plaintiffs in Kamakahi claim that the agreement among SART members to abide by the ASRM policy restricts competition among agencies procuring oocytes and produces lower payments than women would otherwise be able to negotiate. It is through the requirement that SART members adhere to ASRM ethical guidelines that ethics goes to market and encounters antitrust law. Ethicists continue to debate whether payment for oocytes inappropriately commodifies the human body, and ASRM policy consistently refers to their procurement as the “donation process” and to women who participate as “donors.” Nevertheless, in the context of antitrust law, the procurement of oocytes is a business and clearly falls within the reach of antitrust restrictions on business conduct.
